All I will say is that I get calls all the time that their trampolines are blown over and in the next persons backyard. Many people live in a windy area and they a lightweight frame. A lighter frame is ok if you don't live in a windy area but it can be a problem if their are other homes that can be affected. When the mat catches the wind, its just like an airplane on how it can take off. A light frame is ok for lighweight users but please consider if the area will ever be too windy for your trampoline before you buy.

Cheap trampolines should definitely be anchored as they are very light and I hear countless stories of them getting picked up and rolling through neighbor's backyards. Some rarely move even in strong winds, but depending on where you are it's never a bad idea to anchor it. Big storms are unpredictable.

Please let me know on my Trampoline quiz if you are in an area like this.
